Job Description

Job Responsibilities:

  • Oversee the efficient operation of the Human Resource Wing at PSPA.
  • Familiarize yourself with PSPA’s mission, structure, and activities, including government and donor-funded programs and their HR-related guidelines.
  • Review and evaluate PSPA’s existing service regulations and procedures to identify potential shortcomings.
  • Develop and update the Human Resource Manual, encompassing policies and procedures for recruitment (regular, contractual, and contingent employees), training, conflict resolution, discrimination, harassment prevention, and other related areas.
  • Ensure that policies and guidelines are regularly updated, raise employee awareness, and correctly apply local employment laws.
  • Collaborate with PSPA projects and programs to create annual recruitment plans, manage the recruitment process, including advertisements, application processing, background checks, and selection.
  • Assist relevant departments in drafting TOR and qualifications for vacant positions.
  • Prepare job agreements/contracts and maintain individual staff records during their tenure at PSPA.
  • Create effective onboarding plans and lead the onboarding/orientation of new staff members.
  • Manage and secure confidential employee records and respond to inquiries, such as employment verifications.
  • Coordinate staff appraisal and performance management processes, set performance standards, and track the annual review and goal-setting process.
  • Coordinate HR training programs, provide necessary education and materials to managers and employees, and maintain training records.
  • Collaborate with the Director of MIS to develop an HR Database for efficient employee management and record-keeping.
  • Manage the corporate training budget and support its development.
  • Maintain and update the Human Resources sections of the PSPA website, with a focus on recruitment, company culture, and information.
  • Supervise the maintenance and regular updating of employee and consultant hiring files, along with associated checklists and trackers.
  • Support rostering exercises.
  • Keep the reporting officer informed of significant challenges affecting PSPA’s goals and address issues not adequately resolved at the line management level.
  • Undertake any other tasks assigned by the competent authority to further PSPA’s mandate and objectives.

Qualifications:

  • A Master’s degree or equivalent (16 years of education) in Human Resource Management/Development, Social Sciences, or a related discipline from a recognized foreign or local university, accredited by the Higher Education Commission (HEC) of Pakistan.

Experience:

  • A minimum of six years of HR experience in public or private sector organizations, autonomous bodies, or corporations, following the attainment of the required qualification.
  • Proven experience in recruitment, drafting job descriptions, conducting performance assessments, and interviews, and developing staff welfare policies, including grievance handling.
  • Proficiency in HR policies, rules, and regulations related to recruitment, termination, promotion, and retention.

  • Strong organizational and management abilities, with excellent reporting and coordination skills.
  • Effective teamwork skills, with the ability to build productive relationships with various stakeholders.
  • Exceptional interpersonal and communication skills, resourcefulness, initiative, tact, and the capability to handle challenging situations.
  • Fluent in written and spoken English.
  • Proficient in using MS Office applications (Word, Excel, & PowerPoint)
