Job Description
Join our team at the International Rescue Committee (IRC), a leading humanitarian and development organization with a global presence. We are currently seeking a Finance and Operations Lead for a 3/4 year project funded by FCDO (Foreign, Commonwealth & Development Office) in Pakistan. The project aims to strengthen Pakistan’s healthcare system, focusing on delivering quality services, preventing communicable diseases, and reducing maternal and newborn deaths in Punjab.
Responsibilities:
- Manage project finance activities, ensuring timely reporting, accurate expenditure tracking, and compliance with financial plans.
- Provide monthly actual-to-budget expenditure reports and analysis to project management and program staff.
- Monitor financial activities, identify potential risks, and recommend necessary controls to maintain financial performance.
- Prepare and review all FCDO financial reports, ensuring compliance with accounting, legal, and contractual requirements.
- Develop and implement finance and operational policies, systems, and procedures in compliance with IRC and FCDO requirements.
- Design and implement systems for accurate cash forecasting and budgeting.
- Establish and maintain job descriptions, recruit qualified finance staff, and provide training on finance functions.
- Ensure compliance with anti-fraud and corruption policies, escalate any suspicions of mismanagement of funds.
- Support internal and external audits, providing required documentation in a timely manner.
- Supervise bank relations, cash management, and reconciliations for project offices.
- Assist in the preparation and revision of project budgets.
- Collaborate with project teams, maintaining effective communication and partnership in a diverse environment.
Qualifications:
- Minimum 10 years of experience in financial, compliance, or operational roles supporting FCDO commercial contracts and international donor projects.
- Familiarity with budgeting and financial reporting requirements for large FCDO commercial contracts and projects with subawards.
- Strong knowledge of accounting practices, financial reporting standards, and financial management processes.
- Bachelor’s degree in Accounting, Business Administration, Commerce, or Finance. CPA certification or a master’s degree in Accounting is preferred.
- Experience working with computerized accounting systems and standard spreadsheet and database programs.
- Excellent communication skills, ability to interact and thrive in a diverse environment.
- Proactive problem-solving skills and ability to propose effective solutions.
- Commitment to staff training and development.
- Fluency in English is required.
